Quality of Life
Cyprus delivers exceptional Mediterranean quality of life β warm winters, pristine beaches, low crime β combined with EU legal protections and a 60-year English-speaking tradition from British colonial administration. Limassol has emerged as the Eastern Mediterranean's premier wealth management and tech hub, attracting a sophisticated international community of Russian, Israeli, and British professionals. Property values remain lower than Western EU counterparts.
Cyprus has one of Europe's lowest violent crime rates; all major towns are extremely safe. The unresolved political situation in the north (Turkish-occupied) has no practical impact on daily life in the south.
The General Health System (GeSY), launched in 2019, provides universal EU-standard healthcare. Supplemented by a strong private sector including American Medical Center and Apollonion Hospital.
English-medium education is widely available across private schools. The University of Cyprus and European University Cyprus are accredited EU institutions. British curriculum schools are well-represented.
Cyprus's Non-Domicile regime is one of Europe's most attractive: dividend and interest income are completely exempt from defence contribution tax for non-doms for 17 years. Income tax is 0β35% progressive, but non-doms pay 0% on dividends and interest regardless of source. Capital gains tax only applies to Cypriot property sales (20%). No inheritance tax.
Work Permits
EU citizens work freely in Cyprus. Non-EU nationals require a work permit, with the Cyprus Business Facilitation Unit offering fast-track processing for tech companies and strategic employers. The Civil Registration and Migration Department processes standard permits.
Standard Employment Permit
Employer-sponsored permit for non-EU nationals. Labour market test required for most categories. Processing 1β3 months.
Business Facilitation Unit β Fast Track

Skills-Based Migration
Cyprus uses the EU Blue Card and a profession-based fast-track through the Business Facilitation Unit. No national points system exists.
- BFU registration cuts processing from 3 months to 1 month
- EU Blue Card for graduates earning EUR 2,500+/month
- Limassol tech and shipping hub creates strong employer demand
Economic Residency & Migration Programmes
Cyprus offers the Category F (Pink Slip) permanent residency for financially independent individuals, and the fast-track Permanent Residence Permit for investors acquiring property above EUR 300,000. The citizenship-by-investment program was suspended in 2020 following an Al Jazeera investigation; the standard naturalisation path after 5 years of residency remains available.
Economic Opportunities
Cyprus is a regional hub for shipping management, financial services, and increasingly technology. Limassol hosts 50+ global shipping companies including Columbia, Bernhard Schulte, and V.Ships. The island's low corporate tax (12.5% β one of the EU's lowest) and non-dom regime attract holding company structures and family offices.
Limassol has a large Russian and Israeli expat community; English is widely spoken in business. The tech sector is growing rapidly following Israeli tech company relocations post-2022.
12.5% corporate tax on net profit is among the EU's lowest. IP Box regime taxes IP income at 2.5% effective rate. Holding company dividends received are exempt from tax β making Cyprus a premier EU holding company jurisdiction.
Who This Country Suits
Cyprus has historically been a top choice for Russian and CIS capital, but is increasingly popular with Israeli tech professionals (particularly post-2022), British retirees, and Indian entrepreneurs seeking EU presence at a fraction of Western European costs.
HNW individuals seeking 0% tax on dividends and interest income under the non-dom regime for up to 17 years
